More than three years have passed since the start of russia’s full-scale invasion, yet the aggressor state remains capable of financing its war. Despite dozens of sanctions packages, the Kremlin’s war machine continues to function — oil, gas, uranium, and fertilizers still generate billions for its military budget. The current sanctions regime is draining but not stopping the enemy.
The study aims to demonstrate why “gradual” sanctions have reached their limits and what steps the West must take to turn sanctions into a true weapon of victory — one capable of paralyzing the economic foundations of Russian aggression.

Research by the ANTS Network shows that russia’s economy is sustained solely by military spending and is at a breaking point that could escalate into a financial collapse. Now is the time when coordinated Western sanctions could trigger a crisis, undermine the Kremlin’s ability to finance the war, and become a decisive step toward Ukraine’s victory.
