More than 10 million Ukrainians have fled their homes since the Russian invasion. Thus, during the first month of the war around 3.6 million people went abroad, another 6.5 million left their homes and have been settled elsewhere within Ukraine.

"Neither local communities nor our partners abroad were ready for such a huge number of migrants. Local governments had to organize this process very quickly: settlement, food, medical, psychological, humanitarian, legal assistance. There was no time for delay, " claimed during the VII European Congress of Local Self-Government Mrs. Yulia Vusenko, a member of the ANTS National Interests Advocacy Network and a member of the Permanent Delegation of Ukraine to the Council of Europe.

Today, new challenges and urgent needs are emerging. After all, it is necessary to work out mechanisms for the integration of internally displaced persons in the communities that sheltered them:

“The main thing is to provide these people with a place to work, help how to keep a business, how to correctly organize places to rebuild housing, how to ensure access to education, etc. What is the role of the government, because local self-government today is not able to completely solve all these issues on its own. These are our common challenges. And we are ready to do everything to turn them into new opportunities for our communities. The war teaches us to be strong, flexible and not afraid, " Yulia Vusenko stressed.

She also mentioned during the congress that Ukraine now needs European programs and easy access to money to save business and support the domestic economy.

“We need to launch small-scale production in communities where we can create jobs and employ migrants. It is Ukraine that is holding back the “authoritarian hordes” against European civilization and democratic values today! Now, as never before, we must be united, because we need not only to win, but also to rebuild Ukraine together! ” she stressed in her speech during the Congress.

Our mission - to subjectivize Ukraine as a leader of the region and a "soft" power, a trendsetter of democratic transformations in the post-Soviet space and in New Europe.
