The active public appeals to the President of Ukraine regarding of threatening the national security of Ukraine due to the lack of Ukrainian offices of social networks YouTube, Facebook, Instagram and the influence of the Russian administrative offices of these companies on the content of social networks for Ukrainian users.
The current Russian-Ukrainian war is taking place not only in the occupied part of Donbass, it also has its front in a hybrid confrontation. Russia is investing large resources and seeks to influence the work of offices of large companies such as Facebook, YouTube, etc., in its territory. At the same time, the Moscow offices of companies are trying to promote pro-Russian narratives through these social networks. The first columns by default offer content from the Russian Federation, these social networks, blocking pro-Ukrainian narratives, promote pro-Russian. For example, YouTube Music editorials for Ukrainian users are managed from the Moscow office. Russian employees choose Russian content that affects the content of selections for Ukrainians. There are cases when entire Ukrainian YouTube channels were closed due to appeals of Russian government agencies (Roskomnadzor) to the Russian office of YouTube. This can happen to any Ukrainian channel as long as they are under the jurisdiction of the Russian YouTube office. This situation is unacceptable, given that Russia is an aggressor country.
First of all, it is dangerous for Ukrainian children and adolescents, who are the main users of social networks and do not have formed critical thinking. And this is a time bomb that can suddenly explode in 5-10 years and harm our state. Ukraine, with ambitions to become a regional leader in Europe, must demonstrate an effective fight against misinformation, and the role of these companies is extremely important in this fight, which should be communicated to their leadership.
It is necessary to unite the efforts of the state and public activists to create their own independent Ukrainian administrative office of social networks YouTube and Facebook. ANTS enlisted the support of Ukrainian society through an e-petition to the President of Ukraine requesting YouTube, Facebook and Google to open offices in Ukraine which has garnered more than 25,000 signatures.
We ask the President of Ukraine to appeal to the above-mentioned companies to open offices in Ukraine and widely inform the public about this issue. This will allow moderating the information space without harming Ukraine, reduce Russia's influence, and promote the development of Ukrainian creative industries.
We very much hope that this issue will be raised during the meetings of the Ukraine-US Strategic Partnership Commission.
